 Chief Executive, Bernard Quoroll       
 described the District Auditor's       
 findings as encouraging.  He said the  
 remarks and key issues to be addressed 
 had been helpful, while the report had 
 also identified new challenges facing  
 the Council in the year ahead.         
                                        
 "I believe we have begun to address    
 the challenges of Best Value and       
 Modernisation, but we must not be      
 complacent.  This is just the beginning
