 WE MUST BREAK WITH TRADITION - HAGUE   
 William Hague has warned his party it  
 may have to break with tradition and   
 fight the next election on a platform  
 of radical constitutional change.      
                                        
 The Tory leader went as far as saying  
 that an English parliament is possible 
 in his main conference speech.         
                                        
 We are going to see that the voters of 
 England are fairly represented, he said
                                        
 "Labour have undermined the stability  
 of the United Kingdom. We have to
