 Councillor Harry Rees, Chairman of the 
 Economic Development Committee, who    
 attended the High Court Hearing, said  
 "We have crossed one of the hurdles,   
 but we still have the rest of the      
 circuit to do.  Nevertheless this      
 decision is a major achievement,       
 because there was always the fear that
