Welsh Secretary Ron Davies said Bank One international would set up its UK headquarters in the Cardiff Bay area. The bank is one of the largest issuers of Visa and Mastercard cards in the US. Mr Davies said he thought the £60m move would act as a magnet to other financial institutions who would also chose Wales for new developments.
