 President Clinton has again tried to   
 focus attention away from his troubles,
 calling for backing for social measures
                                        
 He told a union audience to back social
 security and healthcare over tax cuts. 
                                        
 A decision is expected within hours on 
 the release of video tapes of President
 Clinton's evidence to the Grand Jury in
 the Monica Lewinsky case.
