 ARAFAT AGREES TO MEET WYE ACCORD DATE  
 Palestinian leader Yasser Arafat has   
 given his agreement to Israel's        
 proposal to start implementing the long
 overdue Wye accord on September 1.     
                                        
 Mr Arafat said he had accepted Israeli 
 Prime Minister Ehud Barak's offer to   
 implement outstanding pledges under the
 land-for-security accord.              
                                        
 "If he wants me to implement in        
 September, we accept," he said.        
                                        
 Mr Barak's election has quickened the  
 peace process after months of inaction.
