Social Democrat deputy Wilfried Penner said the recent arrest of two men accused of spying for Russia was just the tip of the iceberg in Germany.
Mr Penner, quoted by the ddpADN news agency, said the government should consider sanctions against Russia.
According to Germany's Die Welt paper, the Russian mafia helps Moscow's spies.
