The aircraft, belonging to the local coastguard, crashed on Santo Antao island soon after taking off from the nearby island of Sao Vicente.
The plane, carrying 16 passengers and two crew, was reported to be on its way back to Sao Vicente due to bad weather.
Most of the dead are thought to be Cape Verde nationals; the identities of any foreigners on board are not yet known.
