The PCA said it was probing the death of Sarah Thomas, who fell ill at Stoke Newington police station in London.
She died in hospital in Hackney after being arrested on Wednesday for an alleged public order offence.
Deborah Coles of lobby group Inquest said there had been an "air of secrecy and confusion" about Ms Thomas's death.
