 HAGUE TO DEFEND FIRST-PAST-THE-POST    
 William Hague has pledged to defend the
 first-past-the-post voting system.     
                                        
 Mr Hague told the Tory conference that 
 the Jenkins Commission on electoral    
 reform was "rigged" and it would       
 probably produce a "rigged report".    
                                        
 He went on to describe "four steps to  
 victory" at the next general election. 
                                        
 The first was May's local elections,   
 then next May's local elections, then  
 elections to Scottish Parliament and   
 Welsh Assembly, and the Euro elections.
