Keith Hellawell is in Glasgow to meet local agencies and respond to a £5m anti-drugs drive unveiled by the Scottish Office.
Speaking to BBC Radio Scotland, he refused to accept efforts, including treatment and prevention initiatives, are proving futile.
He said: "Many things do work and many things are working in Scotland."
