The Chief Inspector of Constabulary, Sir William Sutherland, warns resources have to be used more effectively in the war against crime.
Management should be cut to "a level more typical of the rest of the UK".
Sir William also highlighted rising sickness levels but said strides had been made in crime fighting and community policing.
