The Scarborough businessman told BBC Radio Humberside: "I'm not coming to give the fans wild promises.
"I'm not going to say I'll buy this and that. What I'm going to do is take over the club and run as a business.
"When I ran it last time (1982-91) the club was never in the red because we ran it sensibly. This is what I'll do this time because there's no cash."
