 He noted that while responding to      
 financial constraints, the Council had 
 achieved much over the last year,      
 strengthening corporate management,    
 planning and performance management and
 reorganising directorate structures.   
                                        
 Substantial progress had also been     
 made with Best Value preparations      
 through a pro-active approach.  The    
 Council was progressing satisfactorily 
 compared with other unitary            
 authorities, although much remained to
