 In granting leave to apply for a       
 judicial review Mr Justice Owen        
 inidcated that, as the Government's    
 present proposals are due to be        
 implemented in January, the matter     
 should be dealt with as one of urgency.
 "If ever there was a case where        
 expedition was necessary it is this    
 case," he said.                        
                                        
 Although no date was set for the       
 hearing, two days would be set aside
