 The Council was in the High Court in   
 London and granted leave to apply for  
 a judicial review to challenge         
 decisions by the British Government    
 that prevent the Island tapping into   
 potentially huge European and British  
 grant aid.                             
                                        
 The Council is contesting the          
 Government's refusal to designate the  
 Island as a Tier 2 Assisted Area, or as
 an Objective 2 area under Structural
