 Councillor Paul Fuller, Chairman of    
 Roads and Transportataion said "The    
 plan is not a stick with which to beat 
 the motorist, but to improve choice    
 available for travellers.  It is fully 
 accepted that many Islanders regard the
 car as very desirable - even necessary.
 What the plan aims to do is to provide 
 opportunities so that they can more    
 often choose to use other forms of     
 transport for some of their journeys   
 including commuting."                  
 The plan can be inspected and commented
 upon at libraries and other Council    
 information points and can be purchased
 for £15.  Questionnaires must be
