 CONSTITUTIONAL COMMISSION'S LORDS PLANS
 The interim report considers indirect  
 or direct elections, permanent or      
 direct appointments to the Lords.      
                                        
  It also suggests a separation of     
 powers by barring Government ministers.
                                        
  The report asks to what extent       
 a second chamber should deal with the  
 process of Government.                 
                                        
  Submissions by the public are invited
 by December 11 with public meetings in 
 the Lords, Cardiff, Edinburgh, Belfast
