In a magazine interview last month, Foster had expressed reservations about doing "Hannibal" because she found the sequel "too grisly".
Anthony Hopkins has not yet committed himself to the Hannibal project.
He played Dr Hannibal "the Cannibal" Lecter in the 1991 thriller.
