The explosion in Assam comes within a day of another that destroyed an important rail bridge in the region.
No group has claimed responsibility for the blast, but Indian officials say they suspect the involvement of the National Democratic Front of Bodoland.
It wants a boycott of Independence Day celebrations on August 15.
