Noel Ruddle, 44, shot dead a neighbour in Glasgow with a Kalashnikov in 1991 but was released from a mental hospital because his condition was untreatable.
The decision was criticised as he is still deemed a danger to the public.
But Surrey County Council has agreed to find him a home in the county so he can be near his mother.
